Stephen Weir Executive Director E-mail sweir@gvedc.com About Stephen Weir, CEcD, a Certified Economic Development Professional (CEcD), has managed economic development organizations from the city to the state level. He has been responsible for economic development programs in Ohio, West Virginia and Japan. He re-organized the Business and Industrial Development division of the Governor’s Office of Community and Industrial Development under Governor Gaston Caperton. He has served on many boards including Software Valley Corporation, Southern Growth Policy Board, Southern Technology Council and the National Science and Technology program. While director at the state division, he oversaw the recruitment of Swearingen Aircraft, Columbia Forest Products, Georgia Pacific, Trust-Joist/Macmillan and Navy Arms Company among others. Stephen Weir international trade experience includes the establishment of West Virginia’s first international trade office in Nagoya, Japan and trade missions to Japan, Belgium, Switzerland and Canada. Stephen Weir has lived in West Virginia for over twenty years. ^ top

Richard Ellard Special Projects Coordinator E-mail rellard@gvedc.com About Richard is a lifelong resident of Greenbrier and Monroe Counties, WV. He retired as a Loan and Grant Specialist for USDA Rural Development and its predecessor, Farmers Home Administration where he served for over thirty-four years. During his tenure with USDA he led the nation in the agencies making of loan and grants, and had extensive experience in the infrastructure development for water and sewer projects throughout the state of West Virginia. He graduated with a BS degree in Agriculture from West Virginia University. Currently, he oversees GVEDC's special projects and their development, along with managing three different revolving loan fund programs for GVEDC, which are used for business retention, expansion and attraction for new and existing businesses in Greenbrier, Monroe and Pocahontas Counties. ^ top

Sylvia Simpson Administrative Assistant E-mail sylvia@gvedc.com About Sylvia is a native of Greenbrier County and lives at Renick, WV. She graduated from Greenbrier East High School in 1980. Her work experiences include FPW Architects from Charlottesville, Va. and Ronald Shuey, CPA of Charlottesville, Va. as Office Manager for both. Additionally, she worked for the Albemarle County Farm Bureau also as Office Manager. She is married to Andy Simpson and the mother of three children. Sylvia is very knowledgeable in Microsoft Office and Accounting procedures. She is responsible for the daily activities of the GVEDC office. ^ top
